Abstract

This Bachelor’s Thesis is titled “Producing of Educational Programmes in Estonian Public Broadcasting Television” and is focused on analysis of the production of educational programmes at Estonian Public Broadcasting (EPB) from the 1st of September 2008 to 31 of December 2011. The main purpose of this study is to figure out how the role of education has changed on the television and what is its effect to the educational programming. The aim is also to find out what kind of educational programmes are currently broadcasted by EPB and how are they produced. First, the work gives an overview of the changes in the role of education on television in Europe and Estonia as well from the middle of 1980s, introduces the tasks of educational programmes at EPB and describes the work organisation of the editorial board of Education, Science and Environmental programmes. Questions under research and introduction of the methodology used for study are given in the second part of the Thesis. The results of the research are based on empirical materials, such as documents which regulate the content of educational programmes at EPB, action plans and reports composed by the head of the editorial board and on the interviews with the experts. To study the educational programmes that were broadcasted during the period, EPB TVmanagement programme Provys was used. In conclusion it may be said that the role of educational programmes on television has changed a lot since the middle of the 1980s. In comparison with previous years when television broadcasted mainly schooling programmes which were targeted at some specific groups of people, it may be claimed that nowadays educational programmes are meant for general audience to broaden their mind. Specifically the edinfortainment genre is on the rise. One main aspect that hinders successful production of educational programmes is the shortage of financial resources. That seems to be a problem in several European countries. The situation is alleviated for example by assigned European funds. In Estonia, the biggest part of EPB educational programmes are produced with the help of European and other assigned mediafinances and according to experts the situation will not change soon. Experts also say it can harm the independence of the educational department to affect the content of the educational programmes as the choice of topics is also regulated by the financers. The Bachelor’s Thesis ends with discussion and conclusion.
