Enterprise Estonia EAS which was established in 2000 promotes business and regional development in Estonia. Enterprise Estonia is one of the largest institutions within the national support system for entrepreneurship. It provides:

• financial assistance;
• advisory&cooperation opportunities;
• mentoring and training for entrepreneurs.

Most of the EAS programmes and grants are co-financed from the EU-structural funds. County development centres provide free assistance in the matters related to the starting of the company and preparation of the business plan. Starters can get a personal mentor from business mentoring programme. The best place for starting for the innovative entrepreneur focused on growth is the business incubator.

For the investments related to the starting and development of the company the starting entrepreneur can apply for a start-up or a development grant.

Start-up grant is meant for the entrepreneurs who are ready to provide the product or service needed at the market but who is not focused on the fast growth.

Development grant is meant for the entrepreneurs:

• who are ready to provide the product or service needed at the market but who is focused on the fast growth or
• who has already proven its competitiveness and require support for growth acceleration.
