Description

The objective of present bachelor thesis is the research of organizational communication of Haapsalu Town Administration. The audit of organizational communication is important in order to get information, define problems and compare itself with similar organizations. Research informs us about strengths and weaknesses of organization, creating therefore a basis for communication strategy, developing positive working relations and management culture as a whole and improving information management and increasing the effectiveness as a whole Communication is one of the greatest functions of organization, taking place continuously and everywhere. Low communication level influences employees’ burn out, creates insecurity and doubts, and causes stress. Organizational communication is directly connected to motivation of employees, motivated employees usually achieves more. The best motivators are career opportunities, acknowledgement, and being informed about developments in organization. The basis for the empirical part of present thesis is the communication inquiry of Haapsalu Town Government that was conducted in April 2007. Inquiry was based on questionnaire that included questions with pointed and open answers. Inquiry was presented to all 45 employees, answers were received from 32. Following questions were asked: 1. How satisfactory is the information available between different levels of organization? 2. Does the information spread equally from bottom to top and vice versa? 3. What communication channels are used the most? 4. That motivates you to work in municipal administration? 5. How would you estimate organizational climate? 6. Can you name the mission and vision of your organization? The average employee of Haapsalu Municipal Government finds that his workplace has good reputation that can be characterized as practical, friendly, and hard working organization. He wants to continue to work at the same place and likes his job. Although municipality has not officially named its mission, most people have similar vision for the future. However, there are number of people who are not able or willing to describe the mission. 60% of respondents were satisfied with the organizational climate. Good relations with co- workers, possibility to communicate directly with management and small number of conflicts are named as strengths. Leadership is evaluated highly and leaders are considered trustworthy. Employees pointed out that inner climate has improved in last months. However, working order of municipality was not graded highly; people expect particular tasks and clear division of work between different units. The main information channels in town administration are e-mail, telephone and direct face-to- face communication. Other less important means are trainings, social gatherings, media and work documentation. Employees are relatively well informed about things taking place in the organization. The quality and speed of information is described as good. Speed and correctness of information moving from bottom to top is considered somewhat better than vice versa. The thesis ends with conclusions based on research results and provides proposals for improvement and development of organizational communication of Haapsalu Town Administration.
