Johan Skytte poliitikauuringute instituutThis thesis investigates how the concept of “peace” is discursively constructed in post-war Azerbaijan following the 2020 Second Karabakh War and the 2023 military operation that solidified Azerbaijan’s control over Nagorno-Karabakh. It compares and contrasts the peace narratives advanced by the Azerbaijani government and civil society actors. While the government promotes a securitized and state-centric vision of peace, often referred to as “Winner’s Peace”, that emphasizes territorial integrity, military victory, and regime stability, civil society actors advocate for a more inclusive, justice-oriented, and transformative approach rooted in liberal peacebuilding principles. Through qualitative discourse analysis of political speeches, media statements, civil society publications, and interviews with peace activists, the research identifies key divergences and occasional overlaps between these two narratives. The study finds that the government’s discourse aligns with the framework of illiberal peace, marginalizing dissenting voices and excluding reconciliation-based approaches. In contrast, civil society actors, though politically constrained, promote people-to-people dialogue, transitional justice, and historical recognition. Johan Skytte poliitikauuringute instituutSurrounded by neighbours with close ties between religion and state, Muslim-majority Azerbaijan distinguishes itself in the region through its strong commitment to state secularism. However, despite Azerbaijan's strong commitment to secularism and its active securitization and crackdown on Islamic movements, the country incorporates Islamic discourse in its foreign policy. This study explores this apparent contradiction by examining how Islam is discursively constructed within Azerbaijan’s foreign policy between 2011 and 2020, and how these constructions contribute to shaping the country's foreign policy identity. Existing research on the role of religion in Azerbaijan’s foreign policy has mostly taken a realist approach, viewing secularism and religion as existing within a binary framework. In contrast, this research adopts a post-secular perspective, viewing religious and secular discourses as interacting in dialogue rather than existing in opposition. By applying Lene Hansen’s poststructuralist theory of foreign policy and its associated method of poststructuralist discourse analysis, this thesis then examines how Islam is represented in Azerbaijan’s foreign policy discourse and how these representations engage in a post-secular dialogue with secularist discourse to shape key aspects of Azerbaijan’s foreign policy identity. This approach reveals that Azerbaijan’s foreign policy discourse constructs Islam as a force of solidarity and as an element of national heritage. These representations feature in a post-secular identity where Islam complements secular portrayals of Azerbaijan as a nation committed to both solidarity and heritage, endowing Azerbaijan’s foreign policy identity with both religious and secular meaning. Embodying both these aspects allows Azerbaijan to claim an identity characterized by duality. E-voting services are increasingly popular. However, academic research has given relatively little attention to this phenomenon due to its recent emergence in Azerbaijan. The issue of citizens' and government readiness to accept such services remains unexplored in Azerbaijan. Government and citizens' acceptance is crucial for the successful implementation of personalized public service provision. This thesis investigates government and citizens' readiness for e-voting services. This study seeks to establish the preparedness of government and citizens for e-voting services and determine the primary factors that affect it. The author queries whether Azerbaijan's citizens and government are prepared for the implementation of an electronic voting system. When it comes to the readiness of Azerbaijani citizens for electronic voting, it is approached from the perspective of their level of technological readiness and trust in electronic services. In the context of the Azerbaijani government's readiness, legal, political, and IT infrastructure readiness issues were considered. A comprehensive analysis of literature on technology, politics, legal, social, infrastructure preparedness was conducted. The author employed a qualitative research method by administering interviews to collect data. The interviews yielded valuable insights towards achieving the objective of the master thesis and addressing the research question. Based on the analysis conducted on the basis of the research work, it was determined that the citizens and the government of Azerbaijan are partially ready for electronic voting. There is a need for a more thorough analysis of the readiness of Azerbaijani citizens for the social perspective. Even though the developed countries have made significant improvements in addressing gender inequality issues in politics, the issue is still at a critical level in developing countries. Azerbaijan is a post-Soviet country where most of the population is Muslim. High levels of the gender wage gap, underage and forced marriage issues, domestic violence, and social stereotypes against women in Azerbaijani society create a need for improvements in the substantive representation of women in politics. Additionally, the descriptive representation of Azerbaijani women is still low. In this research, the author aims to identify the link between the descriptive and substantive representation of women in politics in the case of Azerbaijan. By doing so, the author will clarify if there is a need to increase the number of female MPs in the Azerbaijani parliament, to increase women’s substantive representation in politics. Using the qualitative data from the Codes of the Republic of Azerbaijan, the transcripts of parliamentary meetings, interviews, and surveys, the author identifies how female MPs impacted the policy agenda and output on women’s issues and to what extent male MPs represented the issues of women. The findings suggest that female MPs bring more issues of women to the political agenda and can affect policy output on women’s issues more compared to male MPs. Without female MPs, male MPs do not represent women’s issues enough. Johan Skytte poliitikauuringute instituutThis thesis analyses the Second Nagorno-Karabakh War in 2020, and it will examine the historical context of the first Karabakh War as well in order to understand the root causes of the conflict. The particular focus will be on the thesis question: Why opt for military drones in case of superiority in air space? In order to answer the question of this research, three theoretical approaches will be used. The balance of power theory explains the imbalances in power when we compare both countries' military expenditures and military capabilities, especially when we are talking about airspace superiority. The military cost and benefit analysis explains cost-related aspects of why it is better to use drones instead of conventional aircraft, and the military strategic theory explains what, why and how were used in order to achieve success and minimise costs. The national security strategy documents of Azerbaijan and Armenia were also analysed briefly in order to understand how both countries perceived the incoming threats and approached the war.
