Adaptation of diplomacy to the digital age case studies: the USA, Israel and Russia

The purpose of this research is to study the transformations in the nature of diplomacy in order to adapt new age. The research investigates the distinct form of diplomacy identified by the changes result of technological development and compares the views on this type of diplomacy. It attempts to explain the phenomenon from a broad perspective, while more elaborating its communication aspect. The principal mission of the thesis is to find a more relevant explanation for what purpose the states have begun to apply digitalization in diplomatic activities and how it affects diplomatic rhetoric. With help of the comparative case study involving three countries, the United States, Israel, and the Russian Federation, the study provides an understanding of the motivation of these countries in employing of digital instruments in diplomacy. Along with that, it investigates the status of digital diplomacy at the policy level in these countries.

Theoretical part of this current paper is divided into several different parts: the definition of the term „public dipolmacy“ is defined in the first part, as in the second part it is compared to propaganda, public relations and national branding. Third part is centered on the public diplomacy 2.0 and Wikileaks, which has direct effects on diplomacy and its’ openness. The paper’s theoretical part draws mostly on the works of Eytan Gilboa, Jacquie L'Etang, Denis McQuail and Joseph Nye. In purpose to answer the research questions I carried out four interviews with the employees of the Public Diplomacy Department of Estonian Ministry of Foreign Affairs and an interview with the charge d’affaires in Afghanistan. The interviews were constructed by the semistructured interview scheme which is suitable for finding causations and explanations. To analyse the collected material I used cross-case method: the pieces from various interviews from the sections relating to specific topics were discussed. The results showed that the main purpose of the external communications of the Estonian Ministry of Foreign Affairs is to promote Estonia and it’s foreign policy, create and maintain Estonia’s good reputation which is achieved in collaboration between the headquarter and the ambassadors in current countries. Public diplomacy was mostly defined in contrast with traditional diplomacy. The employees agreed on the point that the communication activities of the Estonian Ministry of Foreign Affairs have intersections with public diplomacy because it was believed that public diplomacy itself is communication. Opinions on Wikileaks were controversial. It was considered that diplomacy can never be done with completely opened doors, but it was also believed that Wikileaks has a positive 68 impact on public diplomacy, as citizens become more positively involved in different (communicational) actions. The Ministry has successfully integrated public diplomacy 2.0 into their everyday work as it fulfills the objective of reaching wider audiences and bringing diplomacy and the work of diplomat’s closer to citizens. The Ministry has also blogs, which reflects the daily life and doings of diplomats. 2.0 channels doesn’t change the content of the messages but it provides greater opportunities for bilateral interactions. Overall the external communication purposes of Estonian Ministry of Foreign Affairs have strong intersections with public diplomacy in terms of creating and holding the country’s reputation and using different activities of public diplomacy. Cultural diplomacy is a part of public diplomacy which is considered to have long-term positive impact on communication activities.

Could effective usage of social media increase soft power of the small states? Estonia`s example

This thesis seeks to draw attention to the changing nature of power and diplomacy in the age of increasingly networked and digitalised society of 21st century. Having a large army of soldiers and tanks could help to win a battle, but in order to be the winner in a war there must be other capabilities as well. Moreover, some smaller states do not have an opportunity to spend enormous resources on military – they have to find other ways to achieve their foreign policy goals. Today the battlefield is located inside people`s heads – the ability to attract and influence is crucial for achieving desired outcomes. After giving an overview about different facets of power the discussion continues with the examination of how the soft form of power could be made to work in reality. The author argues that the most fundamental aspect of this is proper communication with the focus on digital diplomacy – using digital tools (like social media) for engaging with foreign audiences and making public diplomacy. The main conclusion from theoretical part is that states which are ready to face these new challenges are most probably more successful in reaching their foreign policy objectives in the near and long future. In other words, digital diplomacy and effective communication are crucial steps for small states in turning soft power resources into actual influence. Empirical part of the thesis concentrates on a small state that could be considered a digital success story, namely Estonia. Analysing the usage of social media by Estonian foreign policy actors, the thesis seeks to point out how active and successful these actors have been in using social media for digital diplomacy and for engaging with foreign audiences. The results suggest that while there are some positive examples among these actors, there are also many shortcomings – some actors still seem not to understand the growing importance of digital diplomacy nor they do not make the most use of the opportunities social media offers. The thesis concludes with the Estonian case studies on digital diplomacy and with the discussion on potential benefits that using social media could bring with – like countering Russian propaganda and ensuring the coherence in Estonian society.

Bakalaureusetöö uurib Euroopa Stabiilsuse Pakti näitel Lääne julgeolekukäsitluste rakendumist Eestile vahemikus 1993-1995 ja selle tähendust taasiseseisvunud Eesti välispoliitikas. Töö keskendub Prantsuse initsiatiivist lähtudes Lääne katsele külma sõja järgses Euroopas ennetava diplomaatia ümarlaualoogikaga vältida konfliktide puhkemist Kesk- ja Ida-Euroopa riikides, mis sel perioodil Läände püüdlesid ning Eesti huvidele ja asetumisele selles raamistikus. Uurimus väidab, et Stabiilsuspakti väärtus väljendus eelkõige protsessina, mis võimaldas Eesti diplomaatial end Balti ümarlauas ja Stabiilsuspakti ettevalmistava suhtluse käigus neil kriitilistel aastatel paremini kehtestada, täiendades võimalust jõuda tagasi Läände.
