Johan Skytte poliitikauuringute instituutA country’s migration policy is always interconnected with political changes and events that occur in the international arena. The issue of migration and migration policy has been on the agenda since the period of transition in the post-socialist bloc. However, the reasons for changing migration policies may depend on the different priorities that each country sets among itself. In this case, the case of Hungary illustrates how changes in national interest and sovereignty considerations affected migration policy. Since the beginning of 2015, when the European Union faced a migration crisis, Hungary has been one of those countries that has stood out for its discourse and strict immigration policies and practices towards people fleeing war state countries. The country has been strongly concerned about security issues after the terroristic events occurred. But already in 2022 when the war in Ukraine started one could see how the policy towards asylum seekers (temporary protection applicants) had been softened, providing more humanitarian approach. Hungary has accepted thousands of Ukrainian refugees and provided huge humanitarian aid to Ukraine. These actions influenced the migration policy and this change can be explained by examining how Hungarian national interest, driven by sovereignty, was changing and redefined in response to circumstances. The thesis analyzed statistics about migration flow, legal documents on migration, speeches of the officials regarding immigration and immigration policy (mostly connected with asylum seekers and refugees) for the period 2015-2017 and 2022-2023. Based on the analysis of legal documents, it was revealed how migration policy was shaped according to sovereignty and the change of intensity of the national interest of the country.listelement.badge.dso-type Kirje , listelement.badge.access-status Embargo , Kliimapagulased(Tartu Ülikool, 2010) Loog, Berit; Värk, René, juhendajalistelement.badge.dso-type Kirje , listelement.badge.access-status Embargo , Mererahvaste ränne ja asustus Lõuna-Levantis(Tartu Ülikool, 2012) Nõmmik, Andres; Kõiv, Mait, juhendaja; Tartu Ülikool. Sotsiaalteaduste valdkond; Tartu Ülikool. Johan Skytte poliitikauuringute instituutThe European Union's consideration of further enlargement has reemerged as a significant geopolitical question following Russia's 2022 invasion of Ukraine, raising questions about the factors that influence public support for admitting new member states. This study investigates the relationship between public attitudes toward migration and support for EU enlargement, examining whether negative perceptions of migration correlate with lower willingness to expand the Union. The research employs multilevel logistic regression analysis utilizing Standard Eurobarometer survey data from all 27 EU member states, examining three dimensions of migration attitudes: perceptions of intra-EU mobility, attitudes toward immigration from outside the EU, and beliefs about immigrants' societal contributions. The empirical analysis confirms a significant relationship between migration attitudes and enlargement support, with attitudes toward external immigration demonstrating a stronger association with enlargement preferences than perceptions of immigrant contributions. Pronounced regional variation emerged in this relationship, revealing an East-West divide where Western European countries displayed strong positive correlations between favorable views of external immigration and enlargement support. In contrast, Central and Eastern European nations exhibited weaker or even negative correlations. The findings indicate that while addressing migration concerns is necessary for building enlargement support, broader attitudes toward European governance and integration play a more determinative role in shaping citizens' preferences regarding the Union's expansion. These results contribute significantly to post-functionalist integration theory by demonstrating how cultural and identity considerations increasingly structure European integration attitudes, providing crucial insights for policymakers navigating the complex terrain of public opinion as they consider the EU's future institutional boundaries.listelement.badge.dso-type Kirje , listelement.badge.access-status Avatud juurdepääs , Migration debate in electoral competition: comparing the Nordic countries(Tartu Ülikool, 2025) Oikarainen, Jere Christian; Braghiroli, Stefano, juhendaja; Tartu Ülikool. Sotsiaalteaduste valdkond; Tartu Ülikool. Johan Skytte poliitikauuringute instituutThis thesis examines the role of migration in electoral competition among right-wing, left-wing, and center parties in Finland—the Finns Party (PS), the Social Democratic Party (SDP), and the Centre Party (Cen); Sweden—the Sweden Democrats (SD), the Centre Party (C), and the Social Democratic Party (SAP); and Denmark—the Danish People's Party (DF), the Denmark's Liberal Party Venstre (V), and the Social Democrats (S)—from 2015 to 2023. It explores whether migration serves as a "rallying point" in political campaigns, influencing coalition-building and shaping party strategies. The research assesses the impact of right-wing populism on migration discourse and policy shifts, questioning whether Nordic parties strategically promote more restrictive policies towards migration, not by rejecting welfare state principles outright, but by reframing them as exclusive, emphasizing welfare protections for native citizens over immigrants. Using a comparative approach, the study analyzes electoral strategies and public opinion. The theoretical framework incorporates Populism Theory (Mudde, 2004) and Framing Theory (Entman, 1993) to understand how migration issues are framed and politicized. Methodologically, it employs analysis of the narratives and analysis of the public opinion of party manifestos and press releases from election periods between 2015 and 2023. This research provides insights into how migration is used as a political tool in Nordic electoral competition and its implications for party politics, policymaking, and the future of the Nordic welfare model.listelement.badge.dso-type Kirje , listelement.badge.access-status Avatud juurdepääs , Migration, memory, and post-memory : experience narratives of Buriad peoples of Mongolia(Tartu Ülikool, 2025) Dashtseren, Yanjinlkham; Solovyeva, Alevtina, juhendaja; Tartu Ülikool. Eesti ja võrdleva rahvaluule osakondIn this thesis, I am exploring the early 20th century migration of the Buriad people from the Baigal Lake region to Mongolia through oral narrative, focusing on how this was transmitted and preserved. There is not much application of the post-memory concept lens to the Mongolian Buriad migration topic, although many anthropologists and scholars have worked on topics related to the Buriads. Through the lenses of memory studies, particularly a post-memory one, the thesis examines how traumatic events can be transgenerationally inherited and shape the individual's and the collective's identity. Interviews conducted in Eastern Mongolia reveal that all the traumatic events influenced Buriad descendants' sense of belonging and perceptions of the contemporary turns.listelement.badge.dso-type Kirje , listelement.badge.access-status Embargo , Migratsioon Eesti aladel NSVLi lagunemisest kuni tänapäevani: 1970-2010(Tartu Ülikool, 2010) Loot, Allar; Medijainen, Eero, juhendaja; Tartu Ülikool. Sotsiaalteaduste valdkond; Tartu Ülikool. Johan Skytte poliitikauuringute instituutThis research explores the effect of Russian in-migration following the invasion of Ukraine on LGBTQ+ populations in Georgia and Armenia. Using a small-n research design for data collection, in the form of semi-structured interviews with LGBTQ+ Georgians and LGBTQ+ Armenians currently residing in either Tbilisi or Yerevan, this thesis is also an attempt to contribute to the decolonialist literature of North-South migration whereby local populations, particularly those generally marginalised in research, are given a voice. This research finds that the most critical effect stemming from the mass migration was related to increased economic pressures, whereby an already precarious population is made more insecure, leading to an increased outward migration and nihilism among the population. In addition, privilege, respect, and post-colonialism were all important considerations to take into account when examining whether there was space for collaboration or integration on the basis of a shared social identity, particularly among LGBTQ+ Georgians. While similar issues existed among LGBTQ+ Armenians, there was more openness to engaging with LGBTQ+ Russians due to a different history of conflict and the role of Armenian-Russian “bridge-makers.”listelement.badge.dso-type Kirje , listelement.badge.access-status Avatud juurdepääs , Outward FDI from West EU to CEE and inward migration from CEE to West EU: a time and country-pair gravity model analysis using PPML and GMM methods(Tartu Ülikool, 2024) Ren, Haoran; Masso, Jaan, juhendaja ; Tartu Ülikool. Johan Skytte poliitikauuringute instituutLearning and acquisition of political behavior are important processes as they affect the way individuals participate in political and civic life of a country. Political socialization is the process of learning and change in attitudes towards politics and political participation. Migration, being an important decision for individuals, changes their status and puts them in a different political environment where the individuals are expected to experience political socialization through learning and adapting to new political environment. Within the last decade Estonia started to attract high-skilled immigrants resulting in a positive net migration since 2015. This thesis tries to explore how a country which is becoming a newly immigrant destination creates a space for immigrants’ political socialization. Interviews with immigrants who have spent less than five years in Estonia revealed that they do not show resistance to change. Transfer of previous political socialization and increased levels of participation through exposure to the host country are observed in conventional and civic participation, whereas no particular effect of exposure on socialization in unconventional forms of participation was observed.listelement.badge.dso-type Kirje , listelement.badge.access-status Embargo , Põltsamaa kihelkonna talurahva migratsioon 19. sajandil : 1816-1870 ajaloolis-demomeetriline uurimus(Tartu Riiklik Ülikool, 1985) Remmer, Lea; Must, Aadu, juhendaja; Tartu Ülikool.
