The key question this chapter tackles is how two governments, the Russian and the Estonian, tackle a whole range of issues pertaining to the Russian-speaking community of Estonia. The authors single out the legal, political and security aspects of the existence and functioning of this community and put them into different contexts, in particular those embedded in Estonia’s relations with the EU, EU-Russia conflicts and the refugee crisis in Europe.en
