    The objective of this Master's thesis was to analyze and implement a pilot project for data-driven management in the Innovation and Startup Department of the Enterprise Estonia (EIS). The thesis primarily focused on how to integrate data management into the organization’s business processes, improve data quality, and establish clear responsibilities for managing and analyzing data. The framework of the thesis was based on both qualitative and quantitative methods, utilizing the DAMA-DMBOK and CRISP-DM methodologies, as well as the RIHAKE data management software. The research involved expert interviews and a data audit, which identified existing shortcomings, such as unstructured data management, insufficient data architecture, data duplication, and limited analytical capability. As a result of the pilot project, data management roles - including the data owner and data steward - were defined, data flows were documented based on a selected EIS service and business process, and the implementation of standardized metadata using RIHAKE was initiated. It became evident that structured data management helps improve internal collaboration within the organization and thereby enhances data quality. The key conclusions emphasize the need for confirming the strategic importance of data management at the leadership level, the importance of comprehensive mapping of data flows as a basis for automation, and the establishment of quality impact assessment systems. The experiences gained can also be applied in other public sector organizations where data management requires a more systematic approach and clearer areas of responsibility.
