    Analysis of usage of public sector e-services in the EU: case study of Estonia

    In a situation where the world is moving towards digitalization and automation of e-services it is vital for service providers to maintain a competitive edge and utilize the full benefits of the circumstances. Much like to the private sector, also the public sector service providers need to think how to engage more individuals and get them to use their services in a more efficient way. For that reason more and more e-services provided by the public sector are designed and created. However, that is only the first step of the challenge and the real difficulties start when these service providers try to get individuals to use those services. Similarly the European Union has a challenge in front of it where more and more Member States are moving towards digital solutions, but face the challenge of engaging their citizens. In addition there is an uneven situation across the European Union as some Member States struggle more and seem to be falling behind. In this research paper, a more in depth analysis is being carried out on the real factors that influence individuals to be more engaged in using e-services provided by the public sector. In order to determine what these influencers are, a theoretical background is set in the first part of the paper. In that part, it is discussed, relying on theoretical data as well as official documents published by various institutions of the European Union, what is perceived to affect the decisions of individuals as well as how the impact is distributed between them. As a result of that, a closer look is taken upon trust, access, digital skills, and knowledge of verification methods as well as socio-demographic circumstances like age, gender and education. In the second part of the research paper, a logistic regression analysis is carried out to measure the impact of and statistical significance of those variables in a situation where the dependent variable is usage of a specific e-service provided by the public sector. In the context of this research paper, the focus is on internet based voting in Estonia as it is a public sector e-service, which because of its nature and significance, requires presumably a higher level of trust and capabilities of individuals The results are discussed after the analysis is carried out and ideas for further development as well as limitations of the research are evaluated.

    The objective of this Master's thesis was to analyze and implement a pilot project for data-driven management in the Innovation and Startup Department of the Enterprise Estonia (EIS). The thesis primarily focused on how to integrate data management into the organization’s business processes, improve data quality, and establish clear responsibilities for managing and analyzing data. The framework of the thesis was based on both qualitative and quantitative methods, utilizing the DAMA-DMBOK and CRISP-DM methodologies, as well as the RIHAKE data management software. The research involved expert interviews and a data audit, which identified existing shortcomings, such as unstructured data management, insufficient data architecture, data duplication, and limited analytical capability. As a result of the pilot project, data management roles - including the data owner and data steward - were defined, data flows were documented based on a selected EIS service and business process, and the implementation of standardized metadata using RIHAKE was initiated. It became evident that structured data management helps improve internal collaboration within the organization and thereby enhances data quality. The key conclusions emphasize the need for confirming the strategic importance of data management at the leadership level, the importance of comprehensive mapping of data flows as a basis for automation, and the establishment of quality impact assessment systems. The experiences gained can also be applied in other public sector organizations where data management requires a more systematic approach and clearer areas of responsibility.

    Augmenting public sector data-driven decision support systems with expert knowledge: case of OTT

    Public sector data-driven decision support systems are uniquely challenging to design due to the ramifications they have on the societal level. Accountability and ethical considerations require these systems to arrive at an equilibirium between accuracy and interpretability amid various implementation and data constraints. While these systems need to contribute to legitimate governance through reasoned and explainable decision-making, they also need to accurately model the policy outcomes they were designed to support. Inopportunely, inductive data-driven systems struggle to solve problems that rely on heuristic input. In this thesis, a particular knowledge engineering technique was adopted to augment a public sector Machine Learning decision support tool with domain expert knowledge. The case in question is OTT – a job-seeker profiling tool used by the Estonian Unemployment Insurance Fund to predict the long-term unemployment risks of their clients. Upon augmenting it with knowledge from caseworkers and data scientists associated with the project, some evidence was found that accounting for expert knowledge in probabilistic data-driven models can lead to a model that performs better on new out-of-sample data and is more in line with underlying domain rules. This yields important implications on the future of Machine Learning in the public sector as it opens up new potential use cases in avenues where 1) labelled training data is hard to come by, 2) a more generalizable model is preferred due to frequent changes in the surrounding context, 3) a model has to perfectly mimic domain logic for interpretability and explainability reasons.

    The present thesis studies the aims, problems and methods of public relations in the public sector by the example of the Estonian Ministry of Agriculture and the Estonian Agricultural Registers and Information Board (ARIB). The answers to the questions set in the study were found in the course of research. It appeared from the interviews with the officials of the Ministry and ARIB that the officials have the similar opinion about the tasks of both institutions. The objective of the Ministry is to develop rural and agricultural policy, incl. legislation, whereas ARIB’s task is to implement these policies and legislation within the limits of its competence. At the same time it is difficult to draw a border between the tasks of the two organizations because ARIB is also involved in preparing legislation, as ARIB owns the experience of legislative implementation. The ARIB and the Agricultural Ministry officials have rather similar understanding of the stakeholders of both organizations and the stakeholders of both institutions also overlap to a great extent. In case of the Agricultural Ministry the communication with stakeholders proceeds by the media and several roundtable meetings and councils. The ARIB communication with stakeholders proceeds by means of the Internet, directly mailed publications, ARIB regional offices and the media. It also turned out from the research that the stakeh olders are not very well informed of the activity of the Agricultural Ministry. The stakeholders find the Ministry being far and high and the farmers questioned found that the officials over there were insufficiently informed of the problems of rural life and agriculture. At the same time the representatives of stakeholders were interested both in legislation and the opportunity to have their say in legislative preparation process. ARIB has had more contacts with the representatives of stakeholders than the Ministry and therefore the stakeholders had a better understanding of ARIB’s functions. The publications and manuals and customers service of ARIB were highly appreciated. It appeared that the importance of the Internet as a communication channel for farmers has increased to a great extent. The final part of the thesis brings out the conclusions and propositions to the Agricultural Ministry and ARIB for improving their communication with stakeholders. Of course one should also remember that the character of organization public relations and relations with stakeholders depends first and foremost on people – both the persons on key positions whose task is communication in the organization, and the stakeholders themselves. The wish to understand communication partners is of high importance, and the education in the field of communication and relevant experience cannot be underestimated as well.

    Avaliku sektori valimiskäitumine Eestis

    Avalikus sektoris töötavad inimesed moodustavad Eestis töötavatest inimestest 26,3 protsenti ja parlamendivalimistel hääleõiguslikest kodanikest 17,1 protsenti. Arvestades, et avaliku sektori töötajad moodustavad niivõrd suure osa Eesti ühiskonnast, on selle grupi käes potentsiaalselt äärmiselt suur võim ja oht hakata valimisi oma huvidest lähtuvalt domineerima. Ühelt poolt on tänapäeva ühiskonnas küll üsna utoopiline arvata, et kõik avaliku sektori töötajad võiksid järsku ühtemoodi hääletama hakata, kuid näiteks Markus Tepe on teiste seas Rootsi ja Šveitsi valimistulemusi uurides jõudnud tulemusele, et mõnes kohas võib avaliku sektori valimiskäitumine tõepoolest erineda ülejäänud ühiskonna tahtmistest ja soovidest. Uurides põhjalikult Euroopa Sotsiaaluuring andmeid jõudsin oma analüüsi kontrollimise käigus mitmete juba teada ja tuntud järeldusteni, näiteks et vanemad inimesed hääletavad suurema tõenäosusega Keskerakonna kui teiste erakondade poolt ning vasakpoolsete vaadetega inimesed hääletavad tõenäolisemalt Sotsiaaldemokraatide ja Keskerakonna poolt kui Reformierakonna ja IRL poolt. Selgus ka, et üks avaliku sektori valimiskäitumise mudeli printsiipidest, nimelt see, et avalikus sektoris töötavad inimesed lähevad erasektoris töötavatest inimestest suurema tõenäosusega valima, leidis kinnitust. Samas aga ei saa avalikus sektoris töötamist siduda inimeste paiknemisega ideoloogilisel vasak-parem skaalal ning kuigi avalikus sektoris töötavate inimeste seas on keskmisest rohkem neid, kes hääletavad Sotsiaaldemokraatide ja IRL-i poolt, siis selle põhjused peituvad teistes sotsiopoliitilistest nähtustes ning avalikus sektoris töötamisega sellel seos puudub.
