From Postal Ballots to E-Voting: Renewing the Definition and Typology of Convenience Voting

Debates on election reforms and the use of convenience voting methods revived after the COVID-19 election postponements. In parallel, digitalization has made it necessary to revisit what we understand by convenience voting. While the term suggests that convenience voting methods inherently reduce participation costs, recent research demonstrates that such voting methods are not always perceived as convenient, nor do they necessarily make voting cheaper, easier, or more accessible. They may be introduced for reasons unrelated to participation, such as administrative efficiency, resource constraints, or even manipulation. Definitions of convenience voting methods often vary significantly across countries and contexts. This article revisits the concept of convenience voting through a meta-synthesis of 106 studies. Specifically, we (1) map existing types and definitions of convenience voting; (2) classify convenience voting methods into six archetypes; and (3) propose a revised definition of convenience voting that incorporates recent innovations in voting. This revised definition addresses the newest debate that the existing conceptualization of convenience voting might appear normativist and value-laden. The proposed conceptual clarification allows for a more empirical and positivist discussion of electoral reforms across different contexts.

Internet Voting is Being Pushed by False Claims and Deceptive Marketing

While the convenience of voting from a computer or smartphone over the Internet may seem to be desirable, there is overwhelming evidence that ballots cast electronically cannot be adequately secured to protect the legitimacy of the votes and integrity of our elections. Despite these conclusion, online voting has only increased in the U.S. This begs the question, why? From public statements, news reports, press releases and marketing materials it becomes evident that the vendors of these online voting systems have been selling their systems to state and local officials with potentially false, misleading and/or deceptive marketing claims. These spurious claims have served to counter the scientific conclusion that online voting is dangerously insecure and unsuitable for public elections. Moreover, these specious assertions promising security have led state and local government officials to believe, incorrectly, that online voting can be secured, and for these officials to support or press for legislation to adopt and/or expand online voting. This paper examines spurious or false claims made by the two most prominent Internet voting system vendors in the United States, and the impact these false claims have had on laws and policies to adopt online voting.

Return Codes from Lattice Assumptions

We present an approach for creating return codes for latticebased electronic voting. For a voting system with four control components and two rounds of communication our scheme results in a total of 2.3MB of communication per voter, taking less than 1 s of computation. Together with the shuffle and the decryption protocols by Aranha et al. [1,2], the return codes presented can be used to build a post-quantum secure cryptographic voting scheme.

Due to the extraordinary situation provoked by Covid-19 Pandemic, the conference is held online for second consecutive edition, instead of in the traditional venue in Bregenz, Austria. E-Vote-ID Conference resulted from the merging of EVOTE and Vote-ID and counting up to 17 years since the _rst E-Vote conference in Austria. Since that conference in 2004, over 1000 experts have attended the venue, including scholars, practitioners, authorities, electoral managers, vendors, and PhD Students. The conference collected the most relevant debates on the development of Electronic Voting, from aspects relating to security and usability through to practical experiences and applications of voting systems, also including legal, social or political aspects, amongst others; turning out to be an important global referent in relation to this issue. Also, this year, the conference consisted of: · Security, Usability and Technical Issues Track · Administrative, Legal, Political and Social Issues Track · Election and Practical Experiences Track · PhD Colloquium, Poster and Demo Session on the day before the conference E-VOTE-ID 2021 received 49 submissions, being, each of them, reviewed by 3 to 5 program committee members, using a double blind review process. As a result, 27 papers were accepted for its presentation in the conference. The selected papers cover a wide range of topics connected with electronic voting, including experiences and revisions of the real uses of E-voting systems and corresponding processes in elections. We would also like to thank the German Informatics Society (Gesellschaft für Informatik) with its ECOM working group and KASTEL for their partnership over many years. Further we would like to thank the Swiss Federal Chancellery and the Regional Government of Vorarlberg for their kind support. The Diffusion of Electronic Voting for Participatory Budgeting Projects: Evidence from Ukraine

Electronic voting for participatory budgeting projects in Ukraine it is understudied. Therefore, the paper aims to investigate the patterns of diffusion of e-voting for participatory budgeting projects in Ukraine. This quantitative inquiryscrutinized data about 175 Ukrainian communities that have practiced e-participatory budgeting during 2017-2020 utilizing descriptive and inferential statistics,as well as ANOVA analysis of variance, bivariate and partial correlation analysis. It became evident that participatory budgeting e-voting diffusion vary greatly across Ukrainian communities. Overall, there are some indications of an ongoing digitalization of participatory budgeting voting, which cannot be stated with ab-solute certainty. The one definitely confirmed pattern of participatory budgetinge-voting diffusion in Ukrainian communities is that longer duration of participatory budgeting is associated with higher e-voting rates.

Trust in online voting under different regime settings: evidence from public opinion on online voting in national elections in Estonia and Russia

This study examines attitudes toward online voting in Russia and Estonia, the only countries with online nationwide elections. While both countries share a common post-Soviet legacy, their divergent political regimes provide a distinctive framework for comparative analysis. Survey data from Russia (2021) and Estonia (2023) reveal that duty-based motivations to vote are more prevalent in authoritarian Russia with a vivid Soviet legacy, while instrumental motivations (e.g. convenience, fairness) have a greater contribution to attitude formation in democratic Estonia. Perceived advantages affect trust in online voting; however, the “winner effect” reduces trust in both contexts, highlighting differences in technology adoption in electoral processes. Our results challenge the findings regarding online voting adoption in terms of individual characteristics, such as age, technological competences, and education, displaying the variability of their effects across regime settings.
