The title of this Bachelor’s thesis is “Aktuaalne kaamera – The News Programme of Tallinn or the Whole Country?” Estonians are one of the most keen television viewers in Europe. In April 2006 an Estonian spent time on watching television on an average of 3 hours and 51 minutes a day. (Emor TNS 05.05.2006). Estonians trust television as a source of information, but they find that television does not offer them enough local news. („Mina, maailm, meedia” 2004) In the present thesis the author has tried to present the geographic distribution of news in Estonian public service broadcasting news programme Aktuaalne kaamera. The author has carried out a study in which during five composite weeks and two successive weeks the news in Aktuaalne kaamera were mapped and divided into three categories: national news, local news and news from the capital – Tallinn. The distinction between Tallinn and other counties was necessary to answer the main point of the thesis – whether Aktuaalne kaamera is the news programme of the capital or the whole nation. The author has drawn three conclusions. First, the distribution of local and national news was in balance. National news made up for 43% and local news 38% of the programme. News from Tallinn accounted for 19% of the programme. Clear “white spots” could be noticed in the local news category – Central and Western Estonia are clearly missing from the newsmap. Chair of the board of Estonian Television, Ainar Ruussar acknowledged these “white spots” and gave a reason for it. Central and Western Estonia did not have their own correspondents that could deliver local news. These areas were also too far from other correspondents and main editorial office in Tallinn. Therefore these regions were not represented in the news programme very often. The second deduction was that news in Aktuaalne kaamera were not focused on Tallinn. Although the number of news from Tallinn during the period under study exceeded the number of the most-covered county Ida-Virumaa two times, there were, on the whole, twice as many local news in the programme. Therefore it can not be concluded that Aktuaalne kaamera is the news programme of the capital. Thirdly, the most covered county was Ida-Virumaa, which accounted for 24% of the local news. Tartu and Pärnu shared the second place, both with 17%. The five counties that had correspondents made up for 73% of the local news. Other counties made it to the news quite rarely. The reasons for differences in the news coverage of the counties that have correspondents include – the different size of the county, the activeness of the local government in informing the correspondent, the professionalism and personal characteristics of the correspondent. Aktuaalne kaamera can be considered a news programme of the whole nation, because local news found their way in to the programme. There appeared to be no statistical reasons for judging Aktuaalne kaamera to be the news programme of the capital, rather than the nation. If new correspondent offices in Central and Western Estonia will be opened in the near future (as planned by Estonian television) the local news picture of Estonia would be complete. In this way, one of the main functions of public service broadcasting in democratic society – to inform the citizens about what is happening in the country - is carried out.
