The heading of the thesis is Construction of Tax Board-related conflicts in Estonian
daily newspapers in 2002 and 2003.
The objective of the thesis was to investigate how the conflicting situations between a
citizen and Tax Board had been constructed in the newspapers Äripäev and
Postimees.
Stemming from the objective, it was relevant to determine how the newspapers
reflected upon two conflicts: whether the conflicts were touched upon from the same
position or differently, which interests dominated, was it common interest or group
interest; which were the messages conveyed to the public by newspapers and what
kind of values and norms were created as a result; and also whether the newspaper
coverage increased or decreased the public' s credibility of the Tax Board.
Two methods of analysis were used in the present thesis: qualitative and quantitative.
With the latter, the focus was on elements of critical discourse analysis.
The thesis proved that conflicting situations between the citizen and the Tax Board
were characterized by contradictions. In 2002, the evolved patterns of discourse were
similar as Äripäev and Postimees both constructed the media texts on the basis of the
society and common interest, by which the Tax Board gained credibility in its turn. In
2003, Äripäev constructed the conflict coverage stemming rather from private
interest. In 2003, Postimees has followed quite similar practices as well. Although in
2003 Postimees pointed out more drawbacks for both sides, there was no clear
rational discussion which would allow to argue that Postimees had been trying to find
a solution for the conflict. In 2003, the coverage in Äripäev and Postimees was mainly
characterized by elements of suggestion of protest and fear as compared to rational
pro-Tax Board approaches in 2002. The messages and respective values and norms
evolved accordingly: stemming from common interest in 2002, and from private
interest in 2003.
