Abstrakt
Väitekiri koosneb katuspeatükist ning kaheksast artiklist (seitse avaldatud ja üks ilmumas). Töö põhieesmärk on selgitada Eesti mitmekeelsuse arendamise poliitilisi ja sotsiokultuurilisi eeldusi ning võimalusi Euroopa Liidu (EL) mitmekeelsuse ideaali ning tegeliku poliitika taustal. Töö vaatleb ELi mitmekeelsuspoliitikat: mitmekeelsuse-alaseid eesmärke, tegevusi ja dokumente, millist kaalu need liikmesriikidele omavad ja millise õiguslik-poliitilise ruumi loovad; kuidas on ELi institutsioonides korraldatud mitmekeelne asjaajamine; milliseid võimalusi annab liikmesriigi kodanikele ELi ametliku keele staatus; milliseid keelepoliitilisi visioone on EL seadnud ning millised on tegelikud võimalused nende elluviimiseks. Samuti käsitleb töö Eesti mitmekeelsuspoliitikat ELi keelelise mitmekesisuse ning mitmekeelsuse väärtusest lähtuvalt. Analüüsitud on Eesti elanike suhtumist võõrkeeltesse (mitmekeelsusse), vaadeldud, kas Eesti praegune formaalharidussüsteem soodustab mitmekeelsust või mitte ning analüüsitud keelelise mitmekesisuse olulise komponendi — piirkonnakeelte — arengu tingimusi Eestis (võrdlevalt Prantsusmaaga). Mitmekeelsuse arengu struktuursete tegurite kõrval analüüsib väitekiri võõrkeeltega seonduvaid praktikaid ning hoiakuid indiviidi tasandil: võõrkeelte õppimise motivatsiooni ning seoseid tunnetatud sotsiaalse ruumiga — Eesti geopoliitilise ja kultuurilise ruumi avanemine, elanike liikuvus, meedia poolt konstrueeritud ruum jne.
This thesis comprises an introductory paper and eight articles (seven already published and one shortly to be published). It is designed to outline the political and socio-cultural preconditions and possibilities for the development of multilingualism in Estonia as seen from the point of view of the European Union’s ideal of multilingualism and its relevant policies. The thesis examines the multilingualism policy of the EU: the objectives, activities and documents related to multilingualism; the weight they bare on Member States and the legal and political space they create; how multilingual administration is organised within EU institutions; what opportunities the status of an official EU language gives citizens of Member States; and what language policy visions the EU has established and what the options available to it actually are in implementing them. The thesis also looks at Estonia’s multilingualism policy based on the linguistic diversity and multilingualism values of the EU. Also examined is the attitude of Estonians towards foreign languages (multilingualism); whether Estonia’s existing formal education system promotes multilingualism; and the conditions for the development in the country (compared to France) of regional languages, which are a key component of linguistic diversity. Alongside the structural factors in the development of multilingualism, the thesis analyses foreign language-related practice and attitudes at the individual level: people’s motivation to learn foreign languages and the connections between this and their perceived social space – the opening up of Estonia’s geopolitical and cultural space, the movement of its citizens, the space constructed by the media and more.
